Perk Limits

Is there a limit to the number of perks you can research and learn?

Generally, no.
However, you can only research one per Research Cycle, and you can only learn one from somebody else once per Event, so this places a practical limit. Especially when combined with taking a Personal Development Action to learn a Perk.
Advanced Classification Perks are limited to one per character. They are meant to be balanced against each other, and not with the other Perks available within the research system.
