Limits On Tech Discounting Devices

The relevant section on using Tech to discount Device costs says: "If you have a piece of Tech you are using to help you build your Device, it counts as one purchase of the Engineering Skill per level of Quality." (Emphasis mine.) Am I interpreting this correctly as saying that one can use at most one piece of Tech per Device built? Or could I conceivably use multiple pieces of Tech to reduce the cost of the Device multiple times, as long as they are somehow conceptually integrated into the Device?
