Rare Resource Synthesis Procedure Flexibility

I'm considering learning the Bio TL 4 Procedure "Biohazard Lab Protocols". The effect call is: “Bio, Synthesize [Rare Organic Resource] from [Uncommon Resources]."

Do the [Rare Organic Resource] and [Uncommon Resources] have to be selected when the Procedure is learned, or when the Procedure is used? Do the [Uncommon Resources] also have to be Organic? Assuming that synthesizing a Rare Resource requires the 4 Common Equivalents it's treated as, it looks like there are six variants:

2 LIP -> AMAC
LIP + AMI -> AMAC
2 AMI -> AMAC
2 LIP -> PLAS
LIP + AMI -> PLAS
2 AMI -> PLAS

are these each separate Procedures, or separate options within the same Procedure?

By contrast, the parallel Production TL 4 Procedure "Lab Techniques: [Rare Resource]" specifies in the notes that is is a Procedure for "making one...Rare Resource", and that the types of the resource have to match. Since the [Rare Resource] is in the name of the Procedure, does that mean that its output is decided at learning time? Are the inputs also decided at learning time? That is, is/are there:

One Procedure "Lab Techniques: [Rare Resource]", which allows you to synthesize any Rare Resource chosen at use time from any two type-matching Uncommon Resources?

Six Procedures "Lab Techniques: ANTI", "Lab Techniques: RAD", "Lab Techniques: XTAL", "Lab Techniques: RARE", "Lab Techniques: AMAC", and "Lab Techniques: PLAS", which allow you to synthesize the specified Rare Resource chosen at use time from any two type-matching uncommon Resources?

Eighteen Procedures, three for each Rare Resources; for example, three "Lab Techniques: PLAS" variants - a 2 LIP -> PLAS variant, a LIP + AMI -> PLAS variant, and a 2 AMI -> PLAS variant, none of which have any choices to make at use time?

We were trying to come up with a pattern that made some level of sense when sanity checked with real world science. We eventually came up with what is below, which should be findable in your character area, in the Updating Section, under Production skills. There should be one Procedure for each Rare Resource (total of 6 recipes).

PLAS -> 2 AMI
AMAC -> 2 LIP

RARE -> NOB + PET
XTAL -> GAS + EXO

RADI -> NOB + PET
ANTI -> GAS + EXO

Is that true of the Production Procedure "Lab Techniques: [Rare Resource]" *and* the Biology Procedure "Biohazard Lab Protocols" (meaning that it would have two variants, one for each Organic Rare Resource)? Or does the single Procedure "Biohazard Lab Protocols" grant you the recipe 2 AMI -> PLAS *and* the recipe 2 LIP -> AMAC, to be chosen as use time?

There is one Procedure per Rare Resource.

Apologies that was not clear, we are carrying that convention forward from the last arc & did not think to make it explicit.

As a side note, for space saving reasons, the Production versions of the procedures have been renamed in the website to [Type] Lab Work: [Resource]. Will be updated for all entries in final version of the rules at end of the year.
