I need sleep for my perk. I have it applied, but I don’t know the procedure. I assume this counts?

For that Perk, you specifically need to know a Procedure with the Sleep Effect.
If you are learning it from someone who knows the Procedure, you can perform the Skill as one of the demonstrations under their guidance.
If you are learning it as a Development Action: Learn A Core Procedure, you can expend the Skill to cover 1/3 the cost for each expenditure.
If you purchase a Bachelor’s Science Primer...Ta Da! All good.
