Negate

I have encountered quite a bit of confusion on this call.

1. How is it functionally distinct from a Barrier or a Resist?
2. Does it have a duration inherently or is it instant, one and done?
3. It doesn’t seem to be associated with any Enhancement slot in existing calls. Is this correct?

Negate is an offensive effect that stops the person hit from using the type of procedure negated. Per the rulebook: Negate <____>: For 5 minutes, you may not use any skills with the given qualifier. For example, “Negate Chemistry” would prevent the target from using any Chemistry procedures or skills for 5 minutes.

Ah, so with Penny's cleansing action, she would throw it at someone who is swinging/calling poison, and then they wouldn't be able to do it, hence why it also makes them OCD for awhile.

Poison isn't an inflict. My understanding of Penny's procedure is she uses it on someone, and then that person gets the ability to throw a packet for negate inflict, which would stop someone who was swinging stuff like 'inflict sepsis.'

Sorry, it's "Bio, negate infect" I think. I don't remember. Point being, it is meant to be offensive, not a safeguard.

Couple of things:

“Bio, Bestow Negate Inflict by Touch to Self, Compel Germophobia, Compel Cleanliness"

1) The effect in question is delivered by Touch, so cannot be delivered offensively.

2) It is also To Self, so cannot be delivered offensively.

3) It shouldn’t have a Bestow. Fixing that.

4) It does not Negate your ability to receive an Inflict from someone else, it Negates your ability (voluntary or not) to Inflict others.

5) If bottled in an AMP, or given with a Bestow Procedure to someone else, it could allow them to Negate their own ability to Inflict you for the next 5 minutes.

So, to sum up, you can’t just randomly throw it at people, but you can use it to prevent yourself from infecting people while you treat them, or have a willing target use the protocol to neutralize their ability to transmit their disease while you treat them.

For simplicity, couldn't it just be "Bio, Negate Inflict, delivery: touch"? You maintain the helpless or willing requirement without requiring the person with the procedure to pick up tech or eng in order for it to be useful outside of themselves

Dave: Essentially, yes.

Andrew: Removing “To Self” would change it to be a Level 2 Effect. As mentioned, Bestow Procedure is a thing, so Technician and Engineer are not required.
