Skilled allows anyone with [TL] in the procedure's science to use the device.
Trained allows anyone with [TL] in [Chosen Science] to use the device.
If the procedure is Bio, and I make a Traineded [Psychology] device, does this mean that *only* someone with [TL] in Psychology can use that device, or does Trained also include Skilled, being a higher complexity mod and all?

For simplicity and clarity of use, no.
The tag will have printed on it the Discipline and Theory Level required to use it. We just don’t space to list both.
