I've heard tell that there are thoughts about adding a perk that would allow the creation of multiple blueprints per Personal Dev Action. Is this planned for the final ruleset?

Alex, If this is something you want to learn, I believe you can just submit this as a perk idea. If it was an example of something in the book it would still take a Research Action and meeting requirements as what is in the rule book is simple an Example.

I guess this would just be the Engineering Equivalent of the Pure Technician Perk where you get a free Dev action to do Engineering related things.

Answering the underlying question---
I think he is stating no they dont plan to offer a perk that grants 2-4 formulas per dev action. But Perks can have extra dev actions specifically for Formulas as benefits.
A pure Technician advanced class would, and I suspect some other perks like a Pharmacist may have a benefit of a new Tech modifiers plus one extra dev action ONLY for Bio-Psych Formulas. But I'm not decided yet.
