How exactly does the production high capacity magazines skill work? The wording in the rulebook is super confusing and vague?

Each purchase of this Skill lets the character deliver “Production, Bestow High Capacity Magazine through Gun” by Touch. This allows an ammunition container (usually a drum or belt) containing more than 18 darts to be loaded into a Guns prop. This occupies the Weapon Enhancement Slot of the wielder, who must have the Heavy Weapons Skill.



I am unsure which part of this is unclear, could you be more specific?

Does the effect get used up? Does the guns wielder need the effect or the loader?

TLDR: If you have this Effect used on you, you can keep a big magazine on you and loaded, and reload with a smaller one until you get your big magazine reloaded. If you want to have more than one big magazine on you, you can do that, but it takes another Enhancement slot for each additional magazine you are keeping on your person.





The effect does not get used up, you can have one high capacity magazine loaded at a time. If you bestowed another one through Gear you could carry two high capacity magazines and forgo having other effects Bestowed through Gear. If you had another Effect Bestowed upon you through Gear or through Weapon, you would choose which Enhancement to hold onto in that slot per normal Bestowal rules.

The Gun wielder has the Effect used upon them, either under their own power or from another source. The Skill does not say, "To Self."

In terms of Flavor: consider the magazine to be a high capacity battery keeping a magnetic charge in the rounds in the magazine, which could result in a potentially lethal electrical discharge if not properly grounded and maintained. This closes out the possibility of modifying the weapon much further since it must function within certain design restraints to avoid salvaged rounds sticking together or shredding the barrel on firing.

In terms of Spirit of the Rule: You're using a Procedure ahead of time to go without reloading for a longer period of time. From experience with FI 1, Level 3 seemed about right for this, but having to pay that cost every single time you loaded a magazine seemed excessive. This is the compromise we have gone with to balance things. If you want to be an uncalled bullet hose, that is an option, but it restricts your choices on more specialty munitions.
