Ellie and Weston are dueling. Both are in combat armor. Both are stealth. Both only have blades. And given it’s a duel, each has the others attention. Stealth cannot be used, unless:
1. We have used a stealth procedure to bestow some other procedure on a blade

He cannot, for example, reach his blades over my shoulder and hit my back with a stealth, pierce, correct? I am clearly not surprised by this action.
The wording of stealth currently states "it only works if you didn’t expect it (use your judgement), or if it hits you in the back. Stealth procedures can’t be delivered while running." literal interpretation says if you can get your blade around the person and hit them in the back it works. That feels weird to me?
Subdue is your friend for delivering Stealth Effects when you have someone’s attention.
You cannot snake your sword over someone’s shoulder in the fashion you described and expect to deliver a Stealth call successfully. The Spirit of the Rule here is that Offensive Stealth requires surprise or careful flanking. Or Subdue them and take advantage while you’ve knocked them for a loop for 10 seconds.
