The reason we didn't go with "Bring all the food you want!" is the same reason ToV introduced the Tradsperson skill. People would spend a lot of OOG money to generate IG money and it upset the economic balance in a not-fun way. This is why creating things that have IG value is linked to either skills or resources.
We picked 5 as the number of servings because it seemed like an easy number to remember and meant that one use of a Cooking procedure was enough to make a 'family meal' but I think you're right in that this is perhaps too much and makes the resource cost of food trivial.
