Snare Removal

With the merge of snare and bind leg/legs, there doesn't appear to be a way to stick someone in place so that nobody can move them. My recommendation is to expand bind for situations like 4 limb manacles and such, but leave snare as it is.

I like the idea of making so that "Bind" must specify what it's binding, and keeping snare for "You're stuck there but can move in place.". Chem, Snare feels iconic and I would be sad to see it gone.

Example:
"Chem, bind all limbs, 5 minutes."
"Bio, bind legs together, 5 minutes."

As a heads up, Snare has been floated for instead being stuck to a particular spot without being able to be moved away, as opposed to a limb encumbered.

Previously there has not been an effect that works in that fashion, you could always be carried away.

Is there interest in supporting that call?

My understanding is in the current system if you're snared you can't be moved/carried away.

If you can be moved while Snared, that is news to me. I've never seen it played that way and it's not stated that way in the rulebook anywhere. The call description (pg. 50) says: "Both of your feet are stuck to the ground for 1 minute. You cannot move from your current location or pivot." I mean, it doesn't say you can't be moved specifically but I always took it as the Spirit of the Rule being that you are stuck to that spot by your feet by glue, rope, quicksand, et al.

Hm. Interesting.

I’m happy with keeping Snare around if it has that separate specific meaning. Probably bump it to TL 3? Or do you think we should put it at TL 2?
