Can a character learn a procedure from a character and also a perk from a different character in the same event?

Yes. But it takes a Development Action to learn the Perk.

You can learn one thing in each Category per Event:

Procedure
Device Blueprint/Modifier
AMP Formula/Modifier
Perk/Skill

When you say perk/skill, does that mean the stuff from cdf training uses that rather than the procedure learn slot?

This is the first I've ever heard of Perk learning and Procedure learning being separate. Prior arcs have had learning a Perk take the place of learning a Procedure; or at least that's how I always thought it worked.

Dave: Yes.

Erin: We needed to figure out how to slice it for this arc, and this was the route we picked for ease of use. We estimate characters will be trying to learn a Procedure every event, and making a Perk take that slot hampered that development while also not being exactly comparable in scope.
