Radios Inside Aleph?

I know that radios from the surface don't reach down into Aleph, but for this event, would people in Aleph be able to radio each other?
We've never really needed to know this in Aleph at YoC, as the space is small, and it could be tricky to make sure we didn't accidentally pick up on surface transmissions.
