If I have a rules question, I post it to the rules forum. If I have something related to points/donations/registration/website/etc, I use a help request.
If I desire setting information that I don't think is FOIG, where do I ask it? Stuff like, "Is the CDF a full-time job that exempts its members from daily labor off-cycle, or more like a militia that is called up at moments of conflict?" or "How many Catalytes are there, approximately?"

You could ask it in the Questions section of your PEL, or in the IG board with a flimsy cover of some sort, or even right here.

The Questions section of your PEL is a good place to start. Also, you can ask the question in the Off Topic section.
