neutron bombs do comparitively little damage to buildings or structures. They just melt biological material via neutron radiation.

solid, low-lying structures such as grave markers would likely have remained after the blast.
however, I'll agree that those who died at Catalyst settlement 1 would likely not have had grave markers here at colony vacation(if that's really where we are now)
but our more recent dead certainly merit an honorable resting place.
At least the one who served honorably(if for too brief a period) in the CDF.
I have no opinion on gravestones for anyone else.
