Reserve List?

For registering for an event, what is the Reserve List? Normally I don't think about it but currently there are more people on the Reserve List than those playing or casting (20:17:14 at the time I am writing this).

I believe it is people who have registered but haven't actually paid yet, or are paying in different ways than just straight through the FI website system, such as paying in cash at the door.
